Teachers union sued by district because of memo to substitutes

The Detroit school district and the teachers' union are set for a legal battle over the role of substitute teachers.

According to The Associated Press, Detroit Public Schools (DPS) has filed an unfair labor practice complaint against the Detroit Federation of Teachers. The action stems from a Nov. 12 posting on the union's website that asked substitute teachers to stop writing lesson plans, grading students and attending parent-teacher conferences. The district is claiming that the message was promoting an illegal work stoppage.

Steven Wasko, a spokesman for the district, said that the complaint was necessary because the union's request violates the existing collective bargaining agreement between the two parties. Keith Johnson, the union president, argues that the directive on the website does not violate the contract, and he said it was posted because the DPS was trying to make substitutes act as full-time teachers.

Meanwhile, Florida's school unions were criticized during the annual Foundation for Excellence in Education conference in Washington, DC. According to the St. Petersburg Times, State Senator John Thrasher (R-St. Augustine) blamed the unions for resisting an education reform bill that would have paid teachers based on student test scores and ended tenure protections.

Former Florida Governor Jeb Bush, who organized the gathering, agreed that unions have not been helpful or supportive of progressive changes.
